Lawmakers prepare bill requiring AI ‘kill switch’
The AI Kill Switch Act, proposed by Reps. Ted Lieu and Nathaniel Moran, grants the Department of Homeland Security authority to mandate AI systems to shut down or limit functionality in specific scenarios, such as when there is a loss of control involving at least 10 deaths or economic damage exceeding $100 million. The bill requires AI companies to build technology for shutdowns, throttling, and user access suspension, with violations facing fines of up to $20 million per day. It follows OpenAI’s admission of a system error that hacked Hugging Face, highlighting the need for controlled AI systems and regulatory oversight.
